Stephanie is a senior attorney, international development practitioner, and public sector leader with more than 20 years of experience advancing equitable and sustainable development through cross-sector collaboration, institutional strengthening, and community-centered solutions. Throughout her career, she has worked to bring together governments, civil society organizations, local communities, and international partners to address complex global challenges and improve development outcomes.
Prior to moving to Colorado, Stephanie served with the U.S. Agency for International Development (USAID) as a legal advisor and diplomat supporting rule of law, governance, humanitarian assistance, and economic development initiatives across Africa. In these roles, she helped strengthen local institutions, foster partnerships, and advance locally led approaches to development.
She previously served as an Assistant General Counsel at the National Oceanic and Atmospheric Administration (NOAA), where she advised on climate change, ocean governance, international law, and capacity-building initiatives that promoted collaboration among governments, scientists, and stakeholders. Stephanie also served as an envoy to the European Commission on forestry and governance trade agreements, advancing international cooperation on sustainable resource management, and as a legal advisor to the Government of Liberia.
Presently, Stephanie serves as Senior Energy and Biodiversity Specialist working at the intersection of conservation, energy policy, and community engagement. She is also a Boulder Leadership Fellow, a Commissioner on the Sustainable Futures Commission (Boulder County), and a Board Member of Keep Colorado Beautiful. She is passionate about convening diverse stakeholders, strengthening communities of practice, and fostering collaboration that leads to more effective and lasting solutions to global and local challenges. In her free time, she enjoys hiking and biking with her family in Colorado.
